大科学工程档案管理模式比较研究:以中国科学院为例

摘　　要：大科学工程是体现国家整体研究实力和创新能力的重要指标,是推动科技进步的重要载体。大科学工程档案管理的模式直接影响大科学工程档案管理的效果,并最终影响大科学工程的效益。本文以中国科学院为例,选取5个大科学工程档案管理的典型样本,通过对比分析提炼出大科学工程档案管理的"经理部+综合档案室"与"经理部+工程办公室"两种模式。阐述两种不同模式的利弊,创新性地提出大科学工程档案管理的"经理部领导+综合档案室统管+工程办公室协助"最佳实践模式,以期为后续建立大科学工程档案管理模式和优化档案管理流程提供参考。The large scale scientific facility is an important indicator to reflect the national overall research strength and innovation ability,and is an important carrier to promote the progress of science and technology.The mode of archives management of large scale scientific facility will directly affect the effect of archives management of large scientific projects,and ultimately affect the benefits of large scale scientific facility.In this paper,five samples of major scientific engineering archives management are selected.Through comparative analysis,two modes of major scientific engineering archives management of Chinese Academy of Sciences are extracted:the"Management department+comprehensive office"mode and the"Management Department+engineering office"mode.This paper expounds the advantages and disadvantages of different modes,and innovatively puts forward the best practice mode of large scientific engineering archives management——"manager leadership+comprehensive office management+engineering office assistance"mode.In order to provide reference for the follow-up large scale scientific facility archives management.
