摘　　要：推行铁路工程工程量清单招投标制度,有利于打造公开、公平、公正的铁路工程造价计价和竞争定价的市场环境,消除定额招投标的弊端及其消极影响。从分析工程量清单实施过程中存在的问题入手,研究投标人工程量清单报价策略,通过在组建投标专业团队、内外业资料分析、研究合同关键条款、针对性不平衡报价、重视常见歧义问题等方面趋利避害,尽量争取实现经济效益最大化。Carrying out the bidding system of the bill of quantities of railway engineering is conducive to create an open,fair and just market environment for railway engineering cost valuation and competitive pricing,and eliminate the disadvantages and negative effects of fixed bidding.Starting from analyzing the problems in the implementation of the bill of quantities,studies the quotation strategy of the bill of quantities of proposers,by drawing advantages and avoiding disadvantages in the formation of bidding professional team,internal and external industry data analysis,research contract key terms,targeted unbalanced quotation,and attention to common ambiguity issues,maximizes the economic benefits.
