长江经济带综合交通枢纽PPP项目运营绩效评价研究——以杭州市铁路南站为例

摘　　要：通过三角模糊数及熵权法组合赋权,建立基于云模型的绩效评价方法,以杭州市铁路南站综合交通枢纽PPP项目为例,在运营绩效指标中引入信息共享平台、公众反馈平台建设情况,并且新增效果维度指标。云图对比得到该项目的运营绩效水平,为类似PPP项目运营期内政府方按效付费提供新的思路。This paper establishes a performance evaluation method based on cloud model by combining weights with triangular fuzzy numbers and entropy weight method.This article takes the PPP project of the Hangzhou South Railway Station Comprehensive Transportation Hub as an example,introduces the construction of information sharing platform and public feedback platform into the operational performance indicators,and adds the effect dimension indicator.The cloud map compares the operating performance level of the project,and provides new ideas for the government to pay for performance during the operation period of similar PPP projects.
