摘 要:输电阻塞是电力市场环境中影响出清电价及市场主体间公平竞争的重要因素。提出一种基于设备联切的输电阻塞管理与断面监控方法。通过操作断路器和隔离开关,使得正常状态时保持所有设备运行,从而维持系统正常状态下的可靠性水平,在故障状态下通过联跳送端机组送出线路或主变,降低薄弱支路功率越限风险及受端电网限负荷风险。利用分布因子法构造监控断面,准确监控故障后薄弱支路的过载风险。方法成功应用于我国南部区域一实际电网的运行方式安排及运行控制,提高了安全稳定断面的可控性和电网运行的可靠性,有效减轻了可能造成的输电阻塞。Power transmission congestion is an important factor in the electric power market environment which affects clearing price and fair competition among market principals.A method based on equipment inter-tripping was introduced for power transmission congestion management and section monitoring.By means of circuit breakers and isolating switches,operation of all equipment was secured in the normal state so as to maintain the reliability level of the system in the normal state.In the faulty state,the line or main transformer was sent from the shunt tripping unit at the sending end to reduce over-power risk on weak branches and the grid load limit at the receiving end.The monitoring section was constructed in the distribution factor method to monitor overload risk of weak branches accurately after the failure.The presented approach was successfully applied to operation mode arrangement and operation control of an existing power grid in an area of the southern part of China.It raised the controllability of safe and stable sections and the reliability of power grid operation,and effectively reduced power transmission congestion.
