基层视角下二代征信系统存在的问题及建议——以中国人民银行马鞍山市中心支行为例

摘　　要：二代征信系统相比一代征信系统优势显著:一是解决了同一个信息主体的信息割裂问题,二是丰富了信用报告的基本信息和信贷信息,三是延长了还款记录的保存期限,四是应用了多种安全防护手段。基层人民银行视角下,二代征信系统存在报表类功能缺少,业务接口不完善,数据项展示不完整,监管服务功能、统一的查询前置系统和查询机管理系统缺乏等问题。因此,应广泛征集报表类业务需求和监管业务需求,完善业务接口,强化业务数据展示,枚举证件号码,发布功能指引,设计接口规范,建立消息机制,对二代征信系统功能进行改进。Compared with the first-generation credit reporting system,the second-generation credit reporting system has significant advantages:firstly,it solves the problem of information separation between the same information subjects;secondly,it enriches the basic information and credit information of credit report;thirdly,it extends the retention period of repayment records;fourthly,it applies a variety of security measures.From the perspective of the grassroots of the People's Bank of China,the second-generation credit reporting system has some problems,such as lack of report function,imperfect business interfaces,incomplete data item display,lack of supervision service functions,lack of unified query pre-system and query machine management system.Therefore,it is necessary to collect the business requirements of reporting and supervision,improve the business interface,strengthen the display of business data,enumerate the certificate number,issue functional guidelines,design interface specifications,establish message mechanism,and improve the functions of the second-generation credit reporting system.
