民营资本主导的综合管廊PPP项目风险管理研究

摘　　要：为准确评估民营资本参与管廊项目的风险,消除民营资本顾虑,促进管廊项目健康快速地发展,本文基于PPP模式相关理论、风险管理理论,以民营资本特殊性为背景,从理论研究与实例分析两个方面对该问题进行了系统研究。首先从HHM法的原理入手制定风险识别流程,构建识别模型,然后通过风险指标赋权方法与模糊综合评价方法建立了评价模型,最后以白银市综合管廊PPP项目为例,验证了风险评价模型的可行性。In order to accurately assess the risk of private capital participating in the pipe gallery project,eliminate the concerns of private capital,and promote the healthy and rapid development of the pipe gallery project,based on the relevant theories of the PPP model,risk management theory and the background of the particularity of private capital,this paper conducts a systematic study of the problem from two aspects of theoretical research and case analysis.Firstly,it starts with the principles of HHM method to formulate the risk identification process and build the identification model,then it establishes the evaluation model through the risk index weighting method and the fuzzy comprehensive evaluation method,and finally it takes the Baiyin City Comprehensive Pipe Gallery PPP project as an example to verify the feasibility of the risk evaluation model.
