摘　　要：农业有害生物是威胁农业生产安全的重要因素。本文概述了山东省农业生物灾害的发生规律和防控现状,系统分析了农业有害生物发生的新形势、新特点,从作物门类齐全、地理位置特殊、异常极端气候增多、耕作制度变化、新兴物流管控难度加大等五个方面深入剖析山东农业病虫害发生趋重的原因,提出要从提高政治站位、倡树公共植保理念、突出植保体系建设、创新现代服务模式、倡导绿色发展、提升植保装备水平、增强服务手段、强化法制建设、推进植保科研、凝聚发展合力等十个方面着手,全方位提高农业生物灾害治理能力和水平,着力促进乡村振兴齐鲁样板建设,全面保障农业生产安全、农产品质量安全、农业生态安全和农业产业安全。Pests are important factors threatening agricultural production security.In this paper,the occurrence rules of biological diseases and current situation of prevention and control were elucidated,the new situation and characteristics of agricultural pests were also systematically analyzed,and the causes for occurrence tending to be severe were also analyzed from rich crop species,special geographical locations,increasing of unusually extreme weather,change of farming system,and more difficult of managing newly-developed logistics.And then,we put forward ten suggestions including to improve the political position,establish the concept of public plant protection,strengthen system construction,innovative modern service model,advocate green development,improve the level of equipment,enhance service methods,strengthen legal construction,advance plant protection research and cohesive development in order to improve the ability of agricultural biological disaster management,strive to promote the construction of Qilu model for rural revitalization,and safeguard the agriculture production,agro-product quality,agro-ecology and agricultural industry securities.
