河湖治理工程建设安全管理实践与思考

摘　　要：河流湖泊是水系的自然载体,加强河湖治理,保障河湖防洪安全,是全面推进水生态文明建设的重要举措。近年来,我国河湖治理步伐加快,投入力度加大,但因工程分散,大部分施工为水上或临水作业,工程建设安全风险等级高,因此做好安全管理成为保障河湖治理工程顺利实施并如期发挥作用的关键。本文以安徽省长江崩岸应急治理工程建设安全管理为例,总结了工程建设安全管理实践经验,并就进一步做好河湖治理工程建设安全管理提出了建议思路,以期对类似工程建设管理提供借鉴。Rivers and lakes are the natural carriers of water systems.Strengthening of governance on rivers and lakes and guarantee of the flood control safety of rivers and lakes are important measures to comprehensively promote the construction of water ecological civilization.The pace of river and lake governance has been accelerated and investment has been increased in China in recent years.However,most construction is carried out on water or near water due to scattered projects,and the safety risk level of project construction is high.Therefore,excellent safety management becomes the key to ensure the smooth implementation of river and lake governance projects,which plays its role as the schedule.The safety management of the Yangtze River embankment emergency treatment project in Anhui Province is adopted as an example in the paper to summarize the practical experience of the safety management in the project construction.Some suggestions are proposed for the safety management of the river and lake control project construction in order to provide reference for the similar project construction management.
