摘 要:作为第四次工业革命的引擎,人工智能技术属于通用技术,其创新和扩散具有高度不确定性,是一个复杂的经济和社会过程。基于322家北京人工智能企业技术扩散的关系数据量化分析表明,人工智能技术在两个技术经济系统之间的扩散不是单纯的技术转移和复制,而是一系列互补性创新和专用性技术体系的累积过程。包括企业、政府、大学和科研院所在内的创新主体的互动和协同创新机制的形成,是实现互补性创新和专用性技术体系积累的关键。对于人工智能产业技术的创新和扩散,政府政策的重心是构建创新环境和创新生态系统。因此,积极制定和实施以“双创”为导向的创新政策,加快网络空间基础设施建设,应是地方政府发展人工智能产业的政策取向。As the engine of the fourth industrial revolution,artificial intelligence belongs to general purpose technology.AI technology innovation and diffusion are highly uncertain,and it is a complex economic and social process.Based on the quantitative analysis of the relationship data of 322 Beijing AI enterprises’technology diffusion,it is shown that the diffusion of AI technology between the two technological and economic systems is not a simple technology transfer and replication,but a series of complementary innovation and specialized technology system accumulation process.It includes the interaction of innovation subjects and the formation of collaborative innovation mechanism among enterprises,governments,universities,and scientific research institutes,which is the key to the realization of complementary innovation and the accumulation of specialized technology system.For the innovation and diffusion of artificial intelligence industry technology,the focus of government policy is to build an innovation environment and innovation ecosystem.Therefore,actively formulating and implementing innovation policies oriented to“double innovation”and speeding up the construction of cyberspace infrastructure should be the policy orientation of local governments in developing the artificial intelligence industry.
