农业高新区科技产业孵化模式分析——基于湖北荆州高新区的实践

摘　　要：农业现代化需要科技产业的支撑,如何孵化科技产业成为核心问题。以湖北荆州高新区为例,分析科技产业孵化的内在逻辑、模式和运行机制。科技产业孵化,必须按照"政府支持、科创主导、市场运作和专业管理"的发展逻辑,按照"创业投资+企业孵化+产业孵化"的孵化模式,建立"资金推动、政策鼓励、科技驱动、产业带动和评价机制监控"的机制。特别是要提高思想认识,坚持科学发展观;营造政策环境,激发企业积极性;集聚科研资源,抢占技术新高地;培育创新主体,推动创新产业化;做强主导产业,发展核心产业带。Agricultural modernization needs the support of the technology industry,and how to incubate the technology industry has become a core issue.Taking Jingzhou High-tech Zone as an example,the internal logic,mode and operation mechanism of technology industry incubation are analyzed.To hatch technology industry,we must follow the development logic of"government support,science and technology leadership,market operation and professional management",follow the incubation model of"start-up investment+business incubation+industry incubation",and establish a mechanism of"funding promotion,policy encouragement,technology-driven,industry-driven and evaluation mechanism monitoring".Especially,we should improve thinking and understanding,and adhere to the scientific concept of development;create a policy environment to stimulate the enthusiasm of enterprises;gather scientific research resources to seize the new high ground of technology;cultivate innovative subjects to promote industrialization of innovation;strengthen leading industries and develop core industrial belts.
