摘　　要：近年来,有不少矿业权人反映矿业权办证难、办证时间长等情况,高效的矿业权行政审批登记效率是矿业健康发展的基本保障,也是政府不断提高公共管理水平的要求。其中,申请资料是决定矿业权审批登记效率的重要一环。为进一步提高矿业权审批登记效率,本文通过研究矿业权申请资料的设置现状,研究阐述矿业权管理目标,分析矿业权申请资料的设置背景,并提出目前存在的问题,结合上述研究分析和提出的问题,提出了放权市场主体管理勘查技术问题,减少以批代管,优化注销、转让登记管理等原则,以及在上述原则下删减勘查实施方案、地质资料汇交凭证等申请资料,优化开发利用方案、矿山环境保护方案、土地复垦方案等申请资料的相关建议,以期进一步提高矿业权审批登记效率,促进矿业权管理不断优化完善。In recent years,a lot of mining rights holders have reported that it is difficult to apply for mining right certificates and the applying time is too long.Efficient administrative approval and registration of mining right is the basic guarantee for the healthy development of mining industry,and also the requirement of the government to continuously improve the level of public management.Among them,the application document is an important part of determining the efficiency of mining rights approval and registration.In order to further improve the efficiency of mining rights approval and registration,this paper studies the current situation of the setting of mining rights application documents,expounds the objectives of mining right management,analyzes the setting background of mining rights application documents,and puts forward the existing problems.Combined with the above analysis and problems,this paper puts forward some principles,such as exploration technical problems should be managed by mining enterprises,reduce replacing supervision with approval,optimize the cancellation,transfer registration management,etc.As well as some suggestions,such as the deletion of the application documents,such as the exploration implementation plan,the geological data collection certificate etc.,the optimization of the development and utilization plan,the mine environmental protection plan,and the land reclamation plan.It will be beneficial to further improve the efficiency of mining rights approval and registration,and promote the continuous optimization and improvement of mining rights management.
