乡村振兴与县级行政区划调整分析——以河北省为例

摘　　要：乡村振兴是国家在新时代做出的重要战略决策,服务国家发展战略是县级行政区划调整的重要方向。该文论述了县级行政区划变更的重要性,认为行政区划调整在整合乡村资源、推进城乡融合、提高治理效率等方面会对乡村振兴产生积极作用。以河北省为例,发现河北省县级行政区划变更主要围绕城镇化,有效促进了乡村人口转移、城乡要素流动,有利于乡村发展;同时,河北省县级行政区划存在数量多、规模小、城镇化不足等现实问题,对乡村振兴产生了制度性障碍,应进行适度调整。基于乡村振兴战略需求并结合河北省实际,梳理出县级行政区划优化的5种主要模式,即隶属变更、撤县(市)设区或撤县改市、行政区合并或撤县拆分、边界调整、设立新地级市,每种模式都代表了特定的诉求,以期为乡村振兴战略的顺利实施提供理论支撑。Rural revitalization is an important national strategy for China in the new era.The national strategy is a momentous guide for the administrative division adjustment at county-level.This paper discusses the significance of the changes in the county-level administrative divisions.It is believed that the adjustment of administrative divisions will have a positive effect on rural revitalization in terms of integrating rural resources,promoting urban-rural integration,and improving governance efficiency.Taking Hebei Province as an example,it is found that although the administrative divisions at county-level mainly focus on urbanization,it effectively promotes the transfer of rural population and the flow of urban and rural factors,which is conducive to rural development.There are many problems in the county-level administrative divisions in Hebei Province,such as large number,small scale,and insufficient urbanization and other actual situations,which have caused institutional obstacles to rural revitalization and should be adjusted moderately.Based on the needs of rural revitalization strategy and the actual situations of Hebei Province,five main modes for the optimization of county-level administrative divisions are proposed,that is,subordination changes,converting county into district or city,administrative district consolidation or splitting by withdrawing county,adjustment of boundaries,and establishing new(prefecture-level)cities.Each mode represents a specific appeal,which is able to provide theoretical support for the smooth implementation of the rural revitalization strategy.
