摘　　要：为测量产业扶贫的脱贫效应,基于大别山片区和滇桂黔石漠化片区共计116个贫困县的数据,利用倾向得分匹配-双重差分法的分析框架研究这一问题。研究结果表明:(1)产业扶贫能够对农民人均收入和生活水准起到正向的推动作用,但效果不显著。可能的解释为产业扶贫项目投资周期长、时刻面临不确定性市场风险以及贫困户尚未深度嵌入到产业扶贫的链条中等。(2)产业扶贫的正向脱贫效应会受到“精英俘获”等制度设计缺陷的较大冲击,从而呈现出负向的脱贫效应。据此,产业扶贫政策应瞄准底层贫困人口、改善产业扶贫领域不公平现象以及完善产业扶贫机制对返贫的阻断机制等。To measure the poverty alleviation effect of industrial poverty alleviation,based on data from a total of 116 poor counties in the Dabie Mountains area and the Yunnan-Guangxi-Guizhou Desertification Area,the analytical framework of propensity score matching—double-difference method was used to study this issue.The results show that(1)industrial poverty alleviation can play a positive role in promoting farmers'per capita income and living standards,hut the effect is not significant.Possible explanations include the long investment cycle of industrial poverty alleviation projects,the constant exposure to uncertain market risks and the fact that poor households are not yet deeply embedded in the chain of industrial poverty alleviation.(2)The positive poverty alleviation effect of industrial poverty alleviation will he greatly affected by the design flaws of the system such as"elite capture",thus showing a negative poverty alleviation effect.Accordingly,industrial poverty alleviation policies should be aimed at the poor at the bottom of the population,improving inequality in the industrial poverty alleviation field and improving the mechanism of industrial poverty alleviation to block the return to poverty.
