产业结构调整视角下吉林省低碳经济发展研究

摘　　要：目前,吉林省正处于工业化发展的中后期阶段。只有加快经济转型,调整产业结构,全力推进低碳经济发展,才能真正实现吉林经济的健康可持续发展。实证分析结果表明:吉林省产业高级化发展取得初步成效,第三产业对经济发展的推动作用持续增强;能源利用效率存在瓶颈,新型能源开发利用不足;产业结构调整可促进低碳经济发展,低碳经济发展有助于产业结构优化升级;第二产业发展是低碳经济转型的关键,工业高质量发展有待加强。因此,促进吉林省低碳经济发展,需要充分发挥政府的主导作用;加快能源结构调整,构建低碳能源体系;构建低碳评价指标体系,引导企业提升绿色创新能力;推动工业的高质量发展,重视对技术密集型工业企业的培育和扶持。Jilin Province is currently in the middle and late stages of industrialization.Only by accelerating economic transformation,adjusting industrial structure,and pushing forward the development of a low-carbon economy,can the healthy and sustainable development of economy in Jilin Province be truly achieved.The result of this empirical study indicates that:preliminary achievements have been made in the development of advanced industry in Jilin Province;the tertiary industry has continued to promote economic development;there are still bottlenecks in energy utilization efficiency;the development and utilization of new energy sources is insufficient;the industrial structure adjustment can promote low-carbon economic development;the development of the low-carbon economy helps to optimize and upgrade the industrial structure;the development of the secondary industry is the key to the transformation of the low-carbon economy;the high-quality industrial development needs to be strengthened.Therefore,in order to promote the development of low-carbon economy in Jilin Province,firstly,it is necessary to give full play to the leading role of the government.Secondly,it is important to accelerate the adjustment of energy structure and set up a low-carbon energy system.Thirdly,it is essential to establish a low-carbon evaluation index system to guide enterprises to improve green innovation capabilities.Finally,it is vital to promote high-quality industrial development and attach importance to the cultivation of technology-intensive industrial enterprises.
