摘　　要：建构产业技术创新联盟是我国实施制造强国战略的重要抓手,本文以创新主体知识共享变量及政策系统支持变量等诸要素,建构了产业技术创新联盟Lotka-Volterra模型,并据此阐释技术创新联盟演化机制。研究认为:创新联盟知识增长水平与联盟各成员知识分享意愿、知识吸纳能力等正相关,创新联盟主导者在其间起核心引领作用;技术创新联盟演化是一个动态过程,期间需防范创新联盟“发轫中断”与“尾续中断”;政策支持度是技术创新联盟演化的重要支撑。为此,应设计有效的知识转移规则,强化技术创新联盟知识共享水平;实施技术研发分工与供应链协同,强化产业集群内主导型企业的培育;制定政府引导基金制度,强化对技术创新联盟的政策供给。The construction of industrial technology innovation alliance is an important starting point for China to implement the strategy of building a strong manufacturing country.This paper constructs the Lotka Volterra model of industrial technology innovation alliance based on the knowledge sharing variables of innovation subjects and policy system support variables,and explains the evolution mechanism of technology innovation alliance.The results show that the knowledge growth level of innovation alliance is positively related to the knowledge sharing willingness and knowledge absorption ability of each member of the alliance,and the leader of innovation alliance plays a core leading role in the process.The evolution of technological innovation alliance is a dynamic process,during which the initial interruption and final interruption of innovation alliance should be prevented.Policy support is an important support for the evolution of technological innovation alliance.Therefore,we should design effective knowledge transfer rules to strengthen the knowledge sharing level of technological innovation alliance,implement technology R&D division and supply chain coordination to strengthen the cultivation of leading enterprises in industrial clusters,establish a government guided fund system and strengthen the policy supply to technological innovation alliance.
