摘 要:[目的]探索建立科学、公平的中医药国际化临床人才评价体系,从而调动中医药国际化临床人才的积极性,提高人才培养的发展速度与人才资源管理的效率。[方法]从分析影响中医药国际化临床人才评价的有效、关键性因素入手,对162名某研究型中医医院的中医临床人才进行问卷调查,探索中医药国际化临床人才评价的关键指标,并运用“界值法”进一步筛选评价指标。[结果]建立中医药国际化临床人才综合评价三级结构指标库,共纳入一级指标3个,二级指标10个,三级指标49个。综合素质方面,“责任意识”“行动力”“团队合作与沟通协调能力”比较受重视;知识结构方面,“全面系统的中医药相关知识水平”“外语水平”与“国际医学事务惯例与规则”评分较高;职业能力方面,“临床治疗能力”被认为是中医药国际化临床人才职业能力评价的核心。[结论]建立了中医药国际化临床人才评价的三级指标体系,并提出建立中医药国际化临床人才评价体系应突出临床诊疗能力、体现中医药特色,并充分体现中医药国际化的发展方向,及建立中医医院中医药国际化临床人才评价的反馈机制的建议。Objective To explore the establishment of scientific and fair evaluation system of internationalized clinical talents in Traditional Chinese Medicine,so as to mobilize the enthusiasm of internationalized clinical TCM talents,improve the development speed of talent cultivation and the efficiency of talent resource management.Methods It started from the analysis of effective and key factors affecting the evaluation of internationalized clinical TCM talents.It conducted questionnaire survey to 162 clinical TCM talents in a research-oriented TCM hospital.It explored key indicators for the evaluation of internationalized clinical talents of TCM.And“Boundary Value Method”was used to further screen the evaluation indicators.Results A three-level structure index database for comprehensive evaluation of internationalized clinical TCM talents was established,which included 3 first-level indicators,10 second-level indicators,and 49 third-level indicators.In terms of comprehensive quality,“responsibility awareness”,“action ability”,and“teamwork and communication and coordination ability”were more valued.In terms of knowledge structure,the score of“comprehensive and systematic level of knowledge in Chinese medicine”,“foreign language level”and“international medical affairs,routines and rules”were high.In terms of professional ability,“clinic treatment ability”was known as the core of professional ability evaluation of international clinical TCM talents.Conclusions Three-level indicators system of internationalized clinical TCM talents evaluation has established.It puts forward some suggestions for internationalized clinical TCM talents evaluation,such as extruding clinical diagnosis and treatment capabilities,reflecting the characteristics of traditional Chinese medicine,fully reflecting the development direction of internationalization of traditional Chinese medicine,and setting up feedback mechanism of internationalized clinical TCM talents evaluation in TCM hospital.
