多元共治的想象与实践——春阳社区空间治理故事

摘　　要：源自于“社区治理”的“多元共治”这一概念已经在学术话语和政策话语中成为广为接受的主流话语。已有研究对多元共治的价值意义和理念规范进行了较为充分的探讨,当下亟需回应的是多元共治的价值理念如何转换为社区的可操作实践。基于武汉市春阳社区“空间争夺与治理”案例,社区空间的争夺源于社区在城市化扩张中遭受的冲击以及对社区规划不合理的被动回应。通过对政府、社会、市场这三种社区行动主体的空间治理逻辑进行提炼归纳,发现围绕社区空间的多元共治呈现出线性分散状态。政府主体与社会主体之间关系较为紧张,市场主体则在二者之间依附摇摆,三者的治理合力并没有形成。多元共治价值理念的想象与空间治理的实践之间存在“间隙”,社区空间呈现出异化现状。从多元共治的涵义及空间治理的逻辑入手,结合治理困境的两种表现,反思提出了实现多元共治的三个前提条件。The concept of Hpluralistic co-govemance "originating from"community governance"has become a widely accepted mainstream discourse in both academic and policy discourses・The significance of the value and norms of pluralistic co-govemance have fully discussed in the literature・What needs to be answered urgendy is how to transform the value and concept of pluralistic co-govemance into a practical guide for urban communities.Based on a case study of"competing for community space and its governance"in Chunyang commercial housing community in Wuhan,the authors point out that the competition originates from the impact on community of urbanization expansion and the passive response to improper community planning.By summarizing and refining the spatial governance logics of three different subjects in community-the government,social actors and the market,it is found that pluralistic co-govemance around the community spatial governance exhibits a state o£decentralized linearity.The relationship between the government and social actors is rather tense,while the market swung between them.There is no joint force of governance among three subjects.There is a gap between the imagination of the value and concept of pluralistic co-govemance and the practices in spatial governance,which leads to an alienation of the current community space.Finally,starting with the definition of pluralistic co-governance and the logic of spatial governance,through the two manifestations of the dilemma of governance,we reflect on the three prerequisites for the realization of pluralistic co-govemance.
