乡村文化的双重逻辑与振兴路径

摘　　要：乡村文化包括国家供给的乡村公共文化服务和村社自组织的乡土文化两种类型。作为国家治理的组成部分,乡村公共文化服务遵循的是外部嵌入逻辑,依托于“条块”主导的文化服务主体、“压力型”的文化服务体制及项目产业化的文化服务策略,这带来了乡村公共文化服务供需分离、偏低农民本位及目标异化等问题。作为乡村社会内生治理的产物,乡土文化依托于权威型的文化组织主体、农民的自发参与及公共性的社会支持系统,在当下遭遇了权威衰退、参与退出及支持弱化等困境。乡村文化外部和内部的双重逻辑皆根植于现代治理转型过程之中。为实现乡村公共文化服务与乡土文化的共生互融,应建构以乡、村两级为主体的公共文化服务与乡土文化耦合路径,以“社区营造”、乡村文化管理及乡村治理转型等多方面的协同来推动乡村文化的全面振兴。Rural culture includes public cultural services provided by the state and local culture organized by the village community.As a part of national governance,rural public cultural services follow the administrative logic,relying on the“block-oriented”cultural service subjects,the“pressure-based”cultural service system and the cultural service strategy of project industrialization,which also brings about difficulties such as the separation of supply and demand of rural public cultural services,the low farmers departmentalism and the dissimilation of purpose.As the product of internal governance of rural society,local culture relies on authoritative cultural organization subjects,spontaneous participation of farmers and public social support system,and is confronted with such problems as authority decline,participation exit and support weakening.Both internal and external logic of rural culture are rooted in the transformation process of modern governance.Reform needs to be continued in the state governance,on which the public cultural services are reliant,and rural social governance is the foundation of local culture and is undergoing qualitative changes.In order to realize the symbiotic combination of rural public cultural services and local culture,it is necessary to construct a new mode of coupling public cultural service and local culture with township and village as the main body.All the efforts are made to promote the overall revitalization of rural culture with the cooperation of“community construction”,rural cultural management and rural governance transformation.
