摘　　要：保障性住房制度是我国社会保障制度中的重要组成部分。国外发达国家(地区)的住房保障已经形成了相对完整的理论体系和丰富的实践经验,在土地市场、财政、金融等各方面都有相关政策支持住房保障制度措施的实施。文章以国内外典型国家(地区)的住房保障制度和建设经验为研究对象,分析了中国香港、美国、新加坡等国家(地区)的保障性住房政策、制度及建设经验,找出了国际住房保障建设的规律和制度优点,以期对我国的住房保证制度建设及住宅市场的健康发展提供借鉴。Affordable housing system is a key component of social security system in China.In foreign developed countries or regions,housing security has formed relatively complete theoretical system and accumulated rich practical experience.Therefore,there are relevant policies to support the implementation of housing security system measures in land market and finance etc.In this paper,the housing security systems and construction experience of typical countries or regions at home and abroad such as Chinese Hong Kong,the United States and Singapore are analyzed with regard to the affordable housing policies,system and construction experience.The laws and system advantages of international housing security construction are then discussed to provide reference for the construction of housing security system and promote the healthy development of housing market in China.
