大城市新型有轨电车近期建设规划原则研究

摘　　要：新型有轨电车线网建设是长期、复杂的系统工程,在资金、人力、物力等条件有限的情况下,其近期建设方案的选择不仅对线网建设的可操作性起着决定性作用,而且直接影响其运营效益。文章通过对比国内外大城市已运营的新型有轨电车实际案例,得出国内大城市在新型有轨电车建设规划方面存在的问题,并分析影响其近期建设规划的各种因素,最终提出城市发展战略优先、需求保障优先、复合功能线路优先、轨道交通接驳优先、可实施性优先、经济性优先、各区平衡七大近期建设规划原则,以期为国内同类城市的新型有轨电车近期建设规划提供借鉴。The construction of modern tram line network is a long-term and complex system engineering.Under the condition of limited capital,manpower and material resources,the selection of its short-term construction scheme not only plays a decisive role in the operability of the line and network,but also directly affects its operation effi ciency.By comparing the actual cases of modern trams that have been operated in major cities at home and abroad,this paper concludes the problems existing in the construction planning of modern trams in domestic big cities,and analyzes various factors affecting their short-term construction planning.In conclusion,it puts forward seven principles of short-term construction planning.It is expected to provide reference for the short-term construction planning of modern trams in similar cities in China.
