摘  要:国家设立试点学院旨在支持部分高校以学院为基本单位、以创新人才培养体制为核心,遵循由点带面和自下而上的改革路径以推进高等教育体制机制创新。8年多来,国家试点学院基于"三改革一完善"的试点任务要求,进行了各具特色的实践探索,也取得了一定的试点成效,但距离国家设立试点学院的初衷与期待相去甚远,没有摆脱试点项目化的困境,且目前基本上处于停滞状态。由此案例审视,有必要把握好试点改革的政策尺度,反思并权衡申报制与追认制试点遴选方式、单一化与多元化试点目标设计、干预式与放任式试点过程控制、正向型与反向型试点效果评价的利弊,以包容性制度支撑试点改革,才有可能对推进高等教育体制机制创新有所助益。The purpose of setting up pilot colleges in China is to support some universities to take colleges as the basic unit and the innovative talent training system as the core,and follow a reform path of fanning out from a point to an area and from bottom to up to promote the innovation of higher education system and mechanism.Over the past eight years,the national pilot colleges have carried out various practical explorations based on the pilot task requirements of"three reforms and one perfection",and have achieved certain pilot results.However,it is still far from the original intention and expectation of the state to set up the pilot colleges.It has not got out of the dilemma of pilot project,and is basically in a state of suspension.From this case study,it is necessary to grasp the policy scale of each part of the pilot reform,to reflect on advantages and disadvantages of the selection mode of the declaration system and ratification system,the design of single and diversified pilot objectives,the intervention and laissez-faire pilot process control,and pros and cons of forward and reverse pilot effect evaluation,and to implement the reform within an inclusive system.Only by these ways can it be possible to promote the innovation of higher education system and mechanism.
