摘 要:[目的/意义]旨在评估政府专利资助政策,重新审视其功能和作用。[方法/过程]以多元线性回归模型为研究方法,以政策部门协同、资助标准等要素为指标,测量了专利资助政策对专利质量的影响。[结果/结论]发现专利资助政策对专利质量影响的方向和力度各有不同;部门协同度高、政策清晰度高,能促进专利质量;政策目标异化与冲突,降低专利质量;政策效力与专利质量不相关。作者从政策目标协同、政策评价机制等角度提出了对策建议。[Purpose/significance]The paper is to evaluate government patent funding policy so as to reexamine its function.[Method/process]With multiple linear regression model as the research method the paper uses the indexes of coordination of policy departments and funding standard to measure the impact of patent subsidy policy on patent quality.[Result/conclusion]The paper finds that each factor in patent subsidy policy takes on different effects in direction and strength.High coordination of government departments and policy clarity can improve patent quality while the alienation and conflict of policy objectives reduce patent quality and policy rank is not related to patent quality.The author puts forward some suggestions from the perspective of policy objectives synergy and policy evaluation mechanism to promote the performance of the patent subsidy policy system.
