“十户一体”模式在少数民族地区合作社扶贫工作中的应用——基于贵州省台江县的案例分析

摘　　要：党的十九大以来,脱贫攻坚成为全面建成小康社会的目标要求之一,其中解决少数民族地区贫困问题是实现全面小康社会过程中最艰巨最繁重的任务。产业扶贫一直是少数民族地区扶贫工作的重点,由于少数民族地区农户居住分散导致政府管理难度增加,传统合作社扶贫模式难以在少数民族地区普遍推行,十户一体模式的运用有效解决少数民族地区农户居住分散难题,各组之间相互扶持并形成良性竞争,从而实现少数民族地区农户微自治;十户一体模式的运用能充分聚集农村各行业能人智慧,实现小组教学,解决农村技术缺乏难题,带动当地农产品经济发展、有效解决农民就业问题,帮助少数民族地区整体脱贫。研究十户一体模式能够为少数民族地区合作社发展提供良好借鉴,同时为少数民族地区农村扶贫提供思路。Since the 19th National Congress of the Communist Party of China(CPC),poverty alleviation has become one of the goals and requirements to complete the building of a well-off society in an all-round way and solving the poverty problem in the ethnic minority group areas is the most difficult and arduous task in the process of achieving a well-off society in an all-round way.Industrial poverty alleviation in the ethnic minority groups has always been the focus for poverty alleviation work,due to the scattered residence of farmer in the ethnic minority group areas and difficult to manage for the government.The traditional cooperative poverty alleviation model is difficult to popularize in the ethnic minority group areas.Meanwhile,the application of the ten-household in one unity model effectively solves the problem of disperseliving of farmers in the ethnic minority group areas because such practice allows the farmers support each other,encourages healthy competition between groups and helps to realize micro-autonomy of farmers in the ethnic minority group areas.Such mode can also fully gather the wisdom of talents in various industries in rural areas,realize group teaching,solve the problem of lacking technology in rural areas,and promote local economic development of agricultural products,effectively solves the employment problem of farmers,and helps the ethnic minority group areas to alleviate poverty as a group.The study of the ten-household in one unity model can provide a good reference for the development of cooperatives in the ethnic minority group areas,and it also provides ideas for poverty alleviation in the rural areas of the ethnic minority groups.
