上海港口的效率测度研究——基于营商环境的视角

摘　　要：优化口岸营商环境,提升跨境贸易的便利度一直是上海深化改革的目标之一,营商环境也成为各经济体吸引外资和人才的重要手段。随着跨境贸易的快速发展,对港口的效率也提出了更高的要求。基于营商环境的视角,通过DEA-BCC模型和超效率SBM-DEA模型,将跨境贸易指标的分数作为港口宏观环境的投入指标,对上海港口2006~2018年的效率进行研究,通过分析港口历年的效率值,对港口的投入产出进行分析,研究发现:上海港口近年来的效率可观,加大“硬件设施”和“软环境”的投入可以增加港口绩效,并从多方面提出建议,旨在提升港口的运作效率。Optimizing the port business environment and improving the convenience of cross-border trade has always been one of the goals of Shanghai's deepening reform,and business environment has also become an important means for all economies to attract foreign investment and talents.With the rapid development of cross-border trade,there are higher demands on the efficiency of ports.Based on the perspective of business environment,through the DEA-BCC model and the super-efficient SBM-DEA model,taking the scores of cross-border trade indicators as the input indicators of port macro environment,this paper studies the efficiency of Shanghai port in 2006~2018.Through the analysis of the efficiency score of the port over the years and the input-output analysis of the port,it is found that the efficiency of Shanghai port is considerable in recent years.Increasing the investment in“hardware facilities”and“soft environment”can increase the port performance,and puts forward suggestions from various aspects,aiming at improving the operation efficiency of the port.
