财政分权、产业结构与黄河流域高质量发展

摘　　要：基于SBM-GML指数模型测算黄河流域城市绿色全要素生产率,以此衡量黄河流域高质量发展状况,在此基础上,采用SYS-GMM模型研究了财政分权、产业结构对黄河流域各城市高质量发展的影响及作用机制。结果显示:财政支出分权显著促进黄河流域高质量发展,而财政收入分权则起到抑制作用。产业结构高级化对黄河流域高质量发展有显著驱动作用;产业结构合理化对高质量发展的影响因城市类型不同存在着明显差异,具体而言,对资源型城市和黄河中下游城市起到促进作用,对非资源型城市和黄河上游城市则起到抑制作用。交互分析表明,财政支出分权加强了产业结构高级化、产业结构合理化对黄河流域高质量发展的正向贡献;财政收入分权加强了产业结构高级化对高质量发展的正向驱动效应,却加剧了产业结构合理化对其的抑制作用。Based on the SBM-GML index model,the green total factor productivity of the Yellow River Basin was calculated to measure the high-quality development of the Yellow River Basin.On this basis,the SYS-GMM model was used to study the influence and mechanism of fiscal decentralization and industrial structure on the high-quality development of the cities in the Yellow River Basin.The results showed that:Fiscal expenditure decentralization significantly promotes the high-quality development of the Yellow River Basin,while fiscal revenue decentralization plays an inhibiting role.The optimization of industrial structure has a significant driving effect on the high-quality development of the Yellow River Basin.The influence of rationalization of industrial structure on high-quality development is obviously different due to different types of cities.Specifically,it promotes resourcebased cities and cities in the middle and lower reaches of the Yellow River,while inhibits non-resource cities and cities in the upper reaches of the Yellow River.The interactive analysis shows that fiscal expenditure decentralization strengthens the positive contribution of the optimization and rationalization of industrial structure to the highquality development of the Yellow River Basin.Fiscal revenue decentralization strengthens the positive driving effect of the optimization of industrial structure on high-quality development,but intensifies the inhibiting effect of the rationalization of industrial structure.
