民航事故调查报告公开制度的发展及对调查信息建设的启示

摘　　要：航空事故调查报告是航空事故调查工作的成果,也是改进安全的重要依据和基础。本文立足于航空事故调查报告的公布制度,分别介绍了国际行业标准和国内法规建设,并对全球的报告公布情况及历史挑战进行了阐释。作者希望通过调查报告公开制度,使宝贵的调查信息得到更加充分的利用,从而进一步提升安全水平改善的效果和效率。The air accident investigation report is the result of the air accident investigation, it is also an important basis and foundation of improving safety. Based on the publication system of air accident investigation report, this article introduces the international industry standard and the construction of domestic laws and regulations respectively, and explains the global publication situation and historical challenges. The author hopes to make full use of valuable investigation information through the investigation report disclosure system so as to further enhance the effectiveness and efficiency of safety level improvement.
