生态约束背景下城市边缘区乡村规划策略研究——以济南市西营街道办事处老峪村为例

摘　　要：随着城镇化的深入推进和乡村振兴战略的全面实施,我国乡村正经历着由“乡土中国”向“城乡中国”的历史性转变,探索乡村地区社会经济转型发展和空间重塑路径,对推进城乡统筹的新型城镇化进程,助力实现乡村振兴具有重要意义。城市边缘区是城市发展的前沿区域,也是生态敏感地带,其乡村转型独具特点。本研究以济南市老峪村为例,详细阐述了在严格生态约束背景下城市边缘区乡村转型与重构的规划策略。通过研究,提出“空间规划—产业提升—社群营造”三位一体的城市边缘区乡村规划策略,通过管控生态空间、优化生产空间、提升生活空间、协力乡村社群建设等规划措施,实现乡村生产要素的优化配置,催生乡村可持续发展的内生动力。同时,需要对乡村发展内生作用机制进行深入研究,加强城乡一体统筹规划和全域整治,将底线约束与弹性规划相结合,构建起响应乡村转型发展的规划体系。with the deepening of urbanization and the overall implementation of the strategy of rural revitalization,China's rural areas are experiencing a historical transformation from"rural China"to"urban and rural China".Exploring the path of socio-economic transformation and development and spatial reconstruction in rural areas is of great significance to promote the new urbanization process of urban and rural integration and help to realize rural revitalization.Urban fringe is not only the frontier area of urban development,but also the ecological sensitive area.Its rural transformation is unique.Taking Laoyu village of Jinan City as an example,this study elaborates the planning strategy of rural transformation and reconstruction in urban fringe under strict ecological constraints.Through the research,the paper puts forward the rural planning strategy of"spatial planning,industrial development and community building"in the urban fringe.Through the planning measures of controlling the ecological space,optimizing the production space,improving the living space and cooperating with the rural community construction,the optimal allocation of rural production factors is realized,and the endogenous power of rural sustainable development is promoted.At the same time,it is necessary to conduct in-depth study on the endogenous mechanism of rural development,strengthen the integrated planning of urban and rural areas and the overall renovation,combine the bottom line constraint with flexible planning,and build a planning system that responds to the transformation and development of rural areas.
