摘　　要：强制性内容作为空间规划的强刚性组成部分,是实现法定规划底线管控的刚性依据。文章在综述法定刚性内容研究进展的基础上,从空间规划强制性内容的识别出发,明确其具有重要性、可操作性和效力显著性。针对其效力发生的特性,将强制性内容归纳为准入许可型、时空投建型和预测推导型三类,从其效力发生逻辑分析其刚性差异,进而基于并轨期强制性内容发展的若干经验,明晰国土空间规划体系新语境下强制性内容的内涵与外延,厘清强制性内容“想管什么”和“要管什么”的问题,并提出利用国土空间规划层级设置实现刚性内容的冲突消解的方式方法。Mandatory content in spatial planning is the insurance of bottom line control.The paper reviews researches of statutory rigid content,and lists its characters:important,feasible,effective.It reorganizes the mandatory contents in the transitional period.By their effectiveness,mandatory content is divided into three types:access permission,space-temporal construction,logical prediction,then their difference in rigidity is analyzed.Learning from existing experiences,the paper clarifies the connotation and extension of mandatory content in the context of national land-space planning,discusses what can be controlled and what shall be regulated,and proposes solution to contradictions of rigid contents by hierarchical configuration.
