摘　　要：《中共中央国务院关于建立国土空间规划体系并监督实施的若干意见》明确提出转变管制思路、创新管制方式、统一管制标准,运用多种手段对全域国土空间实施管控。市级国土空间用途管制承担了宏观政策具体化的重要功能,是实现统一管控、政策落地实施的关键环节。文章分析新时期市级国土空间用途管制的发展方向,探索用途管制方法与策略,以柳州市为实践对象,遵循“效益最大化”管制目标,从宏观、中观和微观三个层级实施多手段管制方式,最终确立“一全域、三层级、七维度”的市级综合管控体系。同时,具体研究了指标双控、生态经济补偿、分区管控、用途转用规则、建设许可引导、区域准入正负面清单和土地利用效率评估七个维度的管控手段,探索空间用途差异化、精细化的管制机制,为市级国土空间用途管制提供理论方法。The state council’s document on national land-space plan has required conceptual transition,innovation of approaches,unification of standards for land-space control.City level land-space use control is crucial in the implementation of macro policy for unified governance.With an analysis of development trend of national land-space use control in the new era,the paper studies the methods and strategies of land-space use control in Liuzhou practice.With benefit maximization as the goal of control,multiple approaches at macro,intermediate,micro levels are used,and a comprehensive control system at city level is established by“one whole area,three levels,seven dimensions”.The paper further studies the control approaches including double control of parameter,ecological compensation,zoning governance,transfer rules,construction permission,access list,and efficiency evaluation,explores differentiated and refined control mechanism,and provides a theoretical and practical guidance for city level land-space use control.
