PDCA循环理论视角下首尔国立大学绩效评估的策略及启示

摘　　要：为落实对于首尔国立大学法人的监督和问责,韩国政府于2013年开始对首尔国立大学实行绩效评估,以评估结果决定下一年政府拨款方向。基于PDCA循环理论,首尔国立大学绩效评估的运行程序可视为“计划—实施—检查—调整”四个步骤组成的闭环,通过步骤之间的紧密衔接和多个循环之间的连续递进,首尔国立大学运营质量得到持续上升。我国大学治理改革可借鉴其经验,确保绩效目标涵盖大学办学使命,保证绩效评估过程的有效性,提升绩效评估检查阶段的可视化程度,充分发挥评估结果的反馈作用。In order to implement the supervision and accountability of Seoul National University,the Korean government began to implement a performance evaluation for Seoul National University(SNU)in 2013,and the direction of government funding for the next year depends on the results of the evaluation.From the perspective of the PDCA cycle theory,the specific operating procedures of the mechanism can be regarded as a closed loop consisting of four steps of“Plan-Do-Check-Act”.China’s university governance reform can learn from Korea’s experience to ensure that the performance targets can cover the university’s mission,make sure of the effectiveness of the performance evaluation process,improve the visualization of the“check”step,and make full use of the feedback of evaluation results.
