2018年四川省艾滋病防治社会动员项目实施效果分析

摘　　要：目的对四川省艾滋病社会动员项目实施情况和效果进行分析,为开展项目评估提供参考。方法通过对2018年中标实施四川省艾滋病防治社会动员项目及其实施单位问卷调查、回顾性资料分析,对比分析项目过程指标和效果指标完成情况,目标人群艾滋病知识、行为等相关监测数据用电子问卷导出后应用SPSS 19.0软件进行统计处理,检验水准α=0.05。结果 2018年四川省共实施56个宣传/干预项目,涉及17个市(州),资金总额185万。覆盖中学生、青年学生、校外青少年、中老年男性、流动人口及特殊人群5类目标人群共22.8万人,宣传/干预覆盖人数、干预覆盖人次数、检测覆盖人数等过程指标均达到100%。5类人群艾滋病防治知晓率比实施项目前均有显著提升(提升4.5%~22.4%不等),青年学生、中老年男性、流动人口及特殊人群最近1次发生商业性行为安全套使用率均显著上升(上升8.82%~35.81%不等),差异均有统计学意义(P<0.05)。结论 2018年项目实施效果较好,但目标人群艾滋病易感行为比例仍然较高,建议进一步加强宣传教育、干预,校外青少年和中老年男性是今后项目的重点,应进一步提升宣传干预效果。Objective To analyze the effect of social mobilization project of HIV/AIDS in Sichuan Province in 2018 so as to provide guidance for project evaluation. Methods Through the questionnaire survey and retrospective analysis of data from the social mobilization projects of AIDS prevention and treatment, the process and effect indicators were compared among the different social mobilization projects of AIDS in Sichuan province in 2018. SPSS 19.0 was used for statistical analysis, and α=0.05 was considered as significant. Results There were 56 publicity or intervention programs for HIV/AIDS implemented with a total fund of 1.85 million,involving 17 cities or prefectures in Sichuan Province in 2018. The programs covered a total of 228 000 people,including 5 target groups(i.e.,middle school students,college students,out-of-school adolescents,middle-aged and old men, and floating population). All the process indicators achieved 100%,including the number of people covered by the project and the number of people detected. The awareness rate of HIV/AIDS prevention knowledge among the 5 target groups significantly increased by 4.5%-22.4% after implement the project. The condom use rate in the latest commercial sexual behavior of young students, middle-aged and elderly male, floating population and special population increased significantly(the increase ranged from 8.82% to 35.81%), and the differences were statistically significant(P<0.05). Conclusion The social mobilization project of HIV/AIDS has achieved good results in Sichuan Province in 2018. But the proportion of HIV/AIDS susceptible behaviors is still high among target population. Out-of-school adolescents,middle-aged and old men would be the main focus of the projects in the future. The publicity and intervention effect should be further improved.
