高质量发展阶段中国住房政策取向与建议

摘　　要：“十二五”中期以来,中国住房市场发展环境发生重大变化。建议适时调整住房政策取向,主动适应高质量发展阶段的新要求,持续提升居住品质;主动适应经济结构转型的要求,实现住房市场与经济、社会的协调发展;主动适应城镇化发展的新趋势,根据人口流向和人口结构变动特点调整完善相关政策,有效防范房地产风险。在建立完善与高质量发展阶段相适应的政策体系方面,进一步完善住房供应体系,完善房地产长效机制,完善有利于提升住房质量和居住品质的政策体系。In view of the major changes in the development environment of the housing market in China since the middle of the Twelfth Five-Year Plan period,this paper suggests that the orientation of housing policy should be adjusted accordingly to accommodate new requirements in the high-quality development stage.Living quality is to be continually improved.To adapt to new requirements of structural transformations in economy,the government needs to achieve coordinated developments in housing market,economy and society.To actively adapt to the new trends in urbanization,the government needs to modify policies in accordance with the characteristics of population flow and population structure,and to effectively guard against risks in real estate.With regards to the creation and perfection of a policy system well adapted to the high-quality development stage,the government should further improve the housing supply system,upgrade the long-term mechanism of real estate,and perfect the policy system that will contribute to the improvement in housing quality and living quality.
