摘　　要：分级诊疗背景下,“以大门诊小住院”为特点的三级中医院遭遇业务规模下降、收入增长乏力的挑战。对此,三级中医院应尽快调整发展定位,构建“价值观驱动型”中医院服务质量管理体系,实现部门数据互通互融,强化成本管理,优化中药材物流管理,从而适应分级诊疗的新常态,发挥区域内重大疾病的诊治、临床教学、科学研究以及中医药的传承与创新作用。Under the background of hierarchical diagnosis and treatment,the tertiary traditional Chinese medicine hospitals characterized by large outpatients and small inpatients encounter the challenge of declining business scale and weak income growth.In this regard,the tertiary Chinese medicine hospital should adjust their development orientation as soon as possible,build a"values-driven"service quality management system of traditional Chinese medicine hospitals,realize the exchange and integration of departmental data,strengthen cost management,and optimize the logistics management of Chinese herbal medicine,so as to adapt to the new normal of hierarchical diagnosis and treatment,and give full play on the role of diagnosis and treatment of major diseases in the region,clinical teaching,scientific research and the inheritance and innovation of traditional Chinese medicine.
