摘　　要：随着我国生猪养殖规模逐渐扩大,生猪养殖过程中废弃物数量也在不断增加,养殖废弃物污染问题也日益受到重视。由于生猪养殖废弃物存在利用不合理、不充分等情况,使得土地污染、空气污染和水源污染问题对人们生产和生活的负面影响也越来越大。河北省是生猪养殖和猪肉消费大省,每年有大量废弃物不断产生,其在一定程度上困扰着养殖主体和相关政府部门。废弃物无害化处理等制度顺利出台使得生猪粪污资源化利用得到有效发展。文章通过对2016年3月-2020年4月期间,国家和河北省政府相关部门出台的资源化利用政策进行汇总分析,结合河北省当前生猪养殖废弃物资源化利用现状,旨在推进畜禽废弃物资源化利用进程,推进养殖主体更好利用相关政策。With the gradual expansion of the scale of pig breeding,the amount of waste in the process of pig breeding is increasing,and the problem of pollution of the waste from pig breeding is also paid more and more attention to.Due to the unreasonable and inadequate utilization of pig breeding waste,the problems of land pollution,air pollution and water pollution have a growing negative impact on production and life.Hebei Province is a big province of pig breeding and pork consumption,so a large number of wastes are produced every year,which to a certain extent puzzles the main body of breeding and relevant government departments.The system of harmless disposal of waste has been successfully introduced,which makes the utilization of pig manure resources to be effectively developed.Based on the summary and analysis of the resource utilization policies issued by the relevant departments of the state and Hebei provincial government from April 2016 to April 2020,combined with the current situation of the resource utilization of pig breeding waste in Hebei Province,this paper aims to promote the process of the resource utilization of livestock and poultry waste,and promote the relevant policies of the better utilization of breeding subjects.
