摘　　要：为化解社会矛盾,提升基层治理能力,不少地方的党委政府积极探索技术治理驱动的社区协商。根据文献梳理和现实考察,本研究提出技术治理主要由组织化运作、民主化审议、项目化驱动和专业化推动构成。在此基础上,构建出19条评估技术治理驱动社区协商效果的指标。考察第一批"全国社区治理和服务创新实验区"的12个典型案例发现,技术治理可以为社区协商发展"赋制"、"赋能"和"赋权",即能为社区协商搭建制度平台,能锻炼并提升居民的民主能力,能拓展多元主体参与社区协商的行动边界。技术治理创新的细微疏忽都会限定驱动效果,导致社区协商实践不能完全满足法治化、科学性和包容性的应然要求。这就表明,发展社区协商是一项系统工程,需要在制度体制机制等维度综合推进。In order to resolve social conflicts and improve grassroots governance capacity,many local party committees and governments actively explore community deliberative governance driven by micromanagement.Based on the literature review and practical evidence,the paper proposes that micromanagement are mainly composed of organized operation,democratic consultation,project-driven and professional promotion.And the study further establishes nineteen measures indexes which evaluate the effects of micromanagement innovations.Through investigating the 12 typical cases from the first batch of "National Community Governance and Service Innovation Experimental Areas",it can be found that the micromanagement innovations could empower the institution,capability and right for the development of community deliberative governance.To be more specific,it can build an institutional platform for community deliberative governance,train and enhance the democratic ability of residents,and expand the right boundary of muti-subjects to participate in community governance.However,it still exists the problems of legalization,scientificity and inclusivity in community deliberative governance.Therefore,it is a systematic project to develop the community deliberation governance,which needs to be comprehensively improved in terms of institutions,systems and mechanisms.
