摘　　要：完善的政府在线服务,是营造稳定、公平、透明、可预期营商环境的重要因素。国外一些营商环境排名靠前的政府在线服务拥有共同的特点,即基于营商活动需求建设个性化、精准化、智能化的企业全生命周期一站式在线服务平台;高质量的在线服务来自于长期实践、反复探索、以及吸取经验教训而得来的各项管理机制。这些做法和机制,对优化我国营商环境改进政府在线服务具有很好的启示和借鉴意义。Good government online service is an important factor in creating a stable,fair,transparent and expected business environment.Some foreign government online services ranking top in business environment have some common characteristics,which are building personalized,accurate and intelligent one-stop online service platform around the whole life cycle of enterprises based on the business demands,and high-quality online services are based on various management mechanisms derived from long-term practice,repeated exploration and lessons.These practices and mechanisms have good reference significance to improve Chinese business environment and government online service.
