流域水电开发与自然保护地的关系研究及建议

摘　　要：党的十八大提出“生态文明建设”理念后,我国的水电开发愈加重视生态环境保护工作。尤其是近期,国家陆续启动了国土空间规划和自然保护地体系建设工作,水电建设更应在遵从保护的前提下做好水电开发规划。研究梳理分析了我国流域水电开发涉及现有自然保护地的情况,针对水电资源和自然保护地多有重叠的现状,提出了有关思考和建议。After the Eighteenth National Congress of the CPC puts forward the concept of“Ecological civilization construction”,China s hydropower development has paid more and more attention to ecological environmental protection.Especially recently,China has successively initiated the planning of national territorial space and the construction of protected natural area system,thus the hydropower development planning should be done well on the premise of complying with the protection.China s river basin hydropower development which involve existing protected natural areas are sorted out and analyzed,and some considerations and suggestions are put forward in view of the situation of the overlap between hydropower resources and protected areas.
