摘　　要：针对高速公路建设-经营-移交(BOT)项目社会资本联合体牵头人如何选择最合适成员的问题,通过文献分析、专家咨询等方法,构建了高速公路BOT项目社会资本联合体成员选择评价指标体系,建立了群体可拓模型。通过实例应用,验证了指标体系与模型的有效性。研究结果表明:社会资本联合体牵头人根据合作需求选择联合体成员,评价指标涉及投融资、建设、管理、运营及养护等工作能力;运用群体可拓模型进行社会资本联合体成员的选择评价,科学且有效。To the problem that how to select the most suitable member for the leader of social capital consortium of expressway build-operate-transfer(BOT)project,based on the methods of literature analysis and expert consultation,the index system and the group-extensible model of member selection and evaluation were established for the leader of social capital consortium of expressway BOT project.The effectiveness of the index system and consortium member selection model was indicated by a practical application.The results show that the leader selects the member of social capital consortium according to the cooperation needs,and the evaluation index may include working ability of financing,construction,management,operation and maintenance,etc.The group-extensible model can be used to select and evaluate member of social capital consortium,and it is scientific and effective.
