摘　　要：政府决策机制是政府决策系统的运行原则、内在结构和制度安排的总和。重大突发公共卫生事件,是对地方政府防控决策水平和能力提出的一场大考。基于对地方政府决策机制的基本要素、系统结构和运行特征的梳理,在应对重大疫情中还存在决策思维的经验性决断、决策主体的参与性缺失、决策制定的规范性不够、决策执行的耦合性不足等问题。亟需通过完善决策理念,搭建决策主体的多元参与平台,构建“常规—常规危机—非常规危机”的决策程序,加强决策机制运行的制度支撑,以及强化决策执行的内外联动来进一步优化地方政府的决策机制。The government decision-making mechanism is the sum of the operation principle,internal structure and institutional arrangement of the government decision-making system.Major public health emergencies are the major evaluation of the decision-making ability for prevention and control.Based on the analysis of the basic elements,sys⁃tem structure and operation characteristics of local government decision-making mechanism,there are still some problems in dealing with major epidemic situations,such as empirical decision making,lack of participation of deci⁃sion makers,insufficient standardization of decision making and insufficient coupling of decision implementation.It is urgent to further optimize the decision-making mechanism of local governments by developping the decision-making concept,building a multi-participation platform of decision-making,constructing the decision-making process of"conventional-conventional crisis-unconventional crisis",strengthening the support for the operation of decision-mak⁃ing mechanism,and also strengthening the internal and external linkage of decision-making execution.
