摘　　要：运用问卷调查、专家访谈与数理统计等方法,结合政策工具理论,调查国内主要冰雪地域冰雪项目后备人才培养与保障现状,跟踪相关政策的实施成果,寻找现行政策执行的阻碍,为后续相关政策的设计与优化提供参考建议。结果表明,冰雪运动后备人才培养保障政策积极推进具有成效,但还存在环境型政策工具占比过大、未能充分体现政策客体诉求、政策执行不够到位等问题。建议各地区因地制宜,倾听各方利益诉求,制定量化的、可操作性强的政策,合理利用多种政策工具,重视政策执行,建立以中央为指导、地方政府为重点、社会与市场共同参与的冰雪运动后备人才培养保障政策体系等。To track the outcomes and reveal the obstacles of the contemporary policy implementation,this study used questionnaire,expert interview and mathematical statistics,public policy tool theories to investigate the cultivation and guarantee of regional ice and snow sports reserve talents in some regions of China.The results suggested that the policies were improved while there were problems such as overemphasis on the environmental policy tools,lack of appeal for the policy objects and timely policy implementation.Therefore,the implementation of policies needed to be improved by adjusting measures to local conditions and developing diversified talent training models under the guidance of the central government and the leadership of local governments with participation of the society and market.
