非正规农地市场:人情租流转行为发生的机理与实证

摘　　要：基于人情与风险损失视角,利用CHIP2013微观调查数据的实证分析结果显示,熟人社会中的“人情”是维系人情租农地流转的纽带,而货币租农地流转关系的缔结是“货币”。在人情变量中,邻里帮工天数、亲朋好友信任度正向显著影响农地流转行为的形式与结果;生病负债的显著性表明,农户在农地流转中容易因“钱债”而产生“情债”,为还“情债”更容易发生人情租形式的流转行为。在风险变量中,养老风险正向显著影响人情租流转选择与结果;医疗风险不影响农户的流转选择,但负向影响人情租流转结果;就业风险显著影响人情租流转的选择,保持地力长期投资风险对人情租、货币租流转分别产生正、负向影响。“以地为生”的农户,出于对货币的追求,可能更愿意选择货币租流转。与未确权地域相比,确权后的货币租流转增加了约3.8%,即确权政策促进了正规化的农地流转。Based on the perspective of“human relationship”and risk loss factors,empirical results from micro-survey data by CHIP2013 show that“human relationship”in the acquaintance society is the bond that maintained the lease and the“Renqing Rent”transfer behavior(RRTB),while the conclusion of the relationship of the currency rental transfer behavior(CRTB)is the“currency”.The“human relationship”factors,which contains two variables the number of days of neighborhood helpers and the trust of relatives and friends,had a significant positive influence on the form and result of farmland transfer.Farmers who are ill and in debt tend to have“emotional debt”due to“money debt”in the farmland transfer.Pension insurance positively affects the selection and results of the RRTB.Medical insurance does not affect farmers’transfer choose,but negatively affects the former.The impact of employment risks is significant on the RRTB’s selection.Maintaining land investment has positive and negative effects on the former and the latter.Farmers who“make a living by land”are more willing to rent and transfer money out of the pursuit of money.Furthermore,Compared with farmers without right confirmation,the rate of the CRTB increased by about 3.8%,which means that the right confirmation policy is conducive to the normalized farmland transfer.
