将农村集体产权制度改革引向深入——宁波市调研与思考

摘　　要：宁波市是典型的农村集体产权制度改革起步较早、工作基础较为扎实的东部沿海发达地区,着眼于新形势下的新突破,做了很多前瞻性探索。二十多年来,宁波市始终适应经济社会发展的阶段性特征,重点围绕巩固完善改革成果、加强农村集体资产管理、规范村级小微权力运行、拓展丰富股权权能、发展壮大村级集体经济等方面将改革不断引向深入。下一步如何将改革继续引向深入,笔者建议:要提高农村集体产权制度改革的质量,关注农村集体产权制度改革的基层创造,将农村集体产权制度改革与乡村振兴有机结合,探索发展壮大集体经济的有效路径。Ningbo is a typical developed area along the east coast,where the rural collective property system reform started earlier and has a solid reform foundation.With a view of new breakthroughs under the new situation,Ningbo has made many forward-looking explorations.In the past 20 years,Ningbo city has always adapted to the characteristics of the stage of economic and social development and carried out reform in depth,including consolidating and improving the achievements of reform,strengthening the management of rural collective assets,standardizing the operation of small and micro power at the village level,expanding the power of equity,and developing and strengthening the village collective economy,etc.To further deepen the reform,it is suggested to improve the quality of rural collective property system reform,pay more attention to the grassroots creation,organically combine rural collective property system reform with Rural Revitalization,and explore effective ways to develop and strengthen the village collective economy.
