摘　　要：地方政府及负责人是其辖区生态文明建设的关键主体。十八大以来,地方政府履行生态责任取得了显著成效,但还存在法律法规不健全、地方财力和人力短缺等问题。要从强化地方政府责任担当意识、加强生态问责制度的创建和实施、积极引导公众参加生态文明建设、加快环保专业技术队伍建设、保障生态治理经费等方面优化路径,确保地方政府生态责任得到有效的履行。Local governments and governors are the key subjects in constructing ecological civilization in the areas under their jurisdiction.They also shoulder the responsibilities and obligations of decision-making,leadership,and policy implementation and supervision in this process.Therefore,it is of great significance for local governments to fulfill their ecological responsibilities.Since the 18th National Congress of the CPC,local governments have made remarkable achievements in carrying out their ecological responsibilities;however,they still face challenges such as the imperfect laws and regulations which urge local governments to carry out their ecological responsibilities as well as the shortage of local financial and human resources.Therefore,it is urgent to ensure availability and proper allocation of ecological management funds so that the local government's ecological responsibility can be effectively fulfilled.The possible strategies include:strengthening the sense of responsibility of local governments,strengthening the establishment and implementation of the ecological accountability system,actively guiding the public to participate in the construction of ecological civilization,and speeding up the construction of the professional technical team of environmental protection.
