摘　　要：应急产业是关系到国计民生的新兴产业。本文扎根于产业发展的相关理论,阐明了对应急产业发展会产生影响的因素,并在结构方程模型的辅助下搭建了我国应急产业影响因素的模型,然后结合问卷调查研究,分析各影响因素之间的相互关系和作用机理,结果显示在多个因素中市场因素对应急产业发展水平的影响最大,企业、技术、产业和政府紧随其后。本研究结果将对我国应急产业的快速发展和政府应急能力的提升起到重要的参考作用。Emergency industry is the government′s use of advanced science and technology to provide public goods and public services for emergency rescue because of the human being′s vulnerability to sudden public crises.Emergency industry is particularly important for the development of our country.On the one hand,our country is in the period of social transformation,social contradictions are becoming increasingly prominent,the frequent occurrence of various social security incidents will seriously affect national security and social stability;on the other hand,emergency incidents will threaten the lives,health and property of the public,and have a serious impact on the normal life and psychology of the public.At present,our government′s emergency response capacity is still in a weak state,mainly reflected in the inadequate dispatch of emergency materials,the low level of professional emergency technology,the lack of key technology and equipment,and the lack of emergency teams and so on.Therefore,exploring the influencing factors and mechanism of the development of emergency industry can not only provide measures for the government to guide the development of emergency industry,improve the development level of emergency industry,reduce the harmful consequences of emergencies,but also enrich the theoretical research scope of public safety management in China.So the emergency industry is a fresh industry related to the people′s livelihood.Based on the perspective of industrial development theory and combined with the research results of domestic and foreign scholars,this paper puts forward the factors that affect the emergency industry development,which are summarized as government factors,enterprise factors,industry factors,market factors and technological factors.And then,the paper uses the SEM to constructs the model of influencing factors of emergency Industry development.In this model,the exogenous latent variable is government factor(GF);the endogenous latent variable is enterprise factor(EF),industry factor(IF
