摘　　要：在健康中国战略和"健康融入所有政策"等背景下,如何将健康融入城市规划已成为当前探索的前沿之一。现有研究证实,HIA在实践层面为将健康融入到城市规划决策和过程提供了一条创新的途径。我国已意识到展开这一工作的价值,但目前仍处于探索阶段,特别是在城市总体规划层面缺乏深入探讨。基于此,首先对HIA及城市总体规划HIA的内涵与价值进行阐述,并构建基于HIA将健康融入城市总体规划的路径和框架。然后,以俄克拉荷马城实践探索为例,对基于HIA将健康融入城市总体规划的具体过程、技术要点与运行机制等进行解析和评价。最后,结合当前建立国土空间规划体系的实际,指出展开国土空间总体规划HIA的重要价值,并就推动这一探索需要准备的工作进行了讨论。In the context of Healthy China strategy and"Health Integration into All Policies",how to integrate health into urban planning currently has become one of frontier research.Literatures show that HIA can provide an innovative way to integrate health into urban planning decision-making and process in practices.The value of this work has been recognized in China,however it is still in the exploratory stage,especially lacking the in-depth discussion of HIA on urban master plans.This article firstly explains the meaning and value of HIA and HIA on urban master plan.Meanwhile,it tries to establish the framework and path of integrating health into urban master plan.Then,taking Oklahoma City′s practices as case study,it discusses and evaluates the specific process,key technologies and operational mechanisms of integrating health into urban master plan by HIA.Considering the current reform of territory spatial planning system,it emphasizes again the importance of HIA on territory space master plan and points out some key preparations for this work in the future.
