超越区分:城市安全治理风险沟通系统分析模式建构

摘　　要：风险沟通是近年来随着城市安全治理难度加大、公众风险感知加深以及参与意识觉醒而逐渐兴起的一个公共管理话题。以往以学科领域划分为主导,针对风险认知、信息传递、政府管理等具体问题的风险沟通研究,在研究视角、研究对象、研究方法和理论框架的选取上均呈现出一定程度的碎片化,相关成果也突显出学科分化严重、彼此割裂的现状,不利于城市安全治理风险沟通现实问题的综合分析与改善。因此,有必要超越学科领域的区分,以一般系统论为指导,参考戴维·伊斯顿的政治系统分析框架,结合输入、转换、输出、反馈等组成结构及需求、支持、压力、环境等联系变量,推动城市安全治理风险沟通以系统要素、系统结构、系统过程与系统环境为主要内容进行整体分析和系统建构,从而获得"整体大于部分之和"的分析结果。In recent years,risk communication is a public management topic rising with the increasing difficulty of urban security governance,the deepening of public risk perception and the awakening of participation consciousness.In the past,the research on risk communication focused on specific issues such as risk recognition,information transmission and government management,which was dominated by subject areas,showed a certain degree of fragmentation in the selection of research perspective,research object,research method and theoretical framework,the relevant results also highlighted the status quo of serious division and separation of disciplines,which was not conducive to the comprehensive analysis and improvement of practical problems of risk communication in urban safety governance.Therefore,it is necessary to transcend the distinction of subject areas,take the general system theory as the guidance,refer to David Easton’s political system analysis framework,combine the input,transformation,output,feedback and other component structures as well as the demand,support,pressure,environment and other related variables,then promote the whole analysis and system construction of the risk communication with system elements,system structure,system process and system environment as the main contents,in order to obtain the analysis result of"the whole is greater than the sum of the parts".
