摘 要:中国的绿色治理经验可支撑"一带一路"在全球绿色治理创新中深入推进。着眼绿色治理涉及生态、政治、经济、文化等广义边界,构建治理主体"可开源"、治理过程"可持续"、治理手段"可多元"、治理客体"可共生"、治理结果"可分享"的广义绿色治理理念体系,可透过实践体系探索系统治理经验。与"一带一路"沿线诸多区域同处相似后发状态的贵州,正探索"大扶贫、大数据、大生态"的广义绿色治理实践体系,彼此联动的绿色扶贫治理、生态环境大数据监督治理、适应地缘"区域级差"要素创新大数据治理、"产业的生态化、生态的产业化"的大生态治理,为"一带一路"的绿色治理提供中国经验。The experiences of China green governance support the Belt and Road Initiative in promoting global green governance innovation.Focusing on the broad boundaries of ecology,politics,economy and culture in green governance,constructing a broad concept system of green governance,which means open source governance subjects,sustainable governance process,diversified governance means,coexisting governance objects and shared governance results.In addition,systematic governance experiences can be concluded through practical system of green governance.Guizhou,which is in the backward state of development like many areas along the Belt and Road,is exploring green governance practice system related to big poverty alleviation,big data and big ecology.Interactive green poverty alleviation governance,eco-environmental governance with big data supervision,big data governance adapting to geographical difference,and ecological governance based on ecologicalization of industry and industrialization of ecology provide China’s experiences for the global governance of Belt and Road Initiative.
