摘　　要：美国矿业开发需要几十到上百项许可证或授权。本文简要讨论了美国矿业开发项目通常所需的各项主要许可证类型和特点,包括联邦层级的环境影响评估报告、NPDES许可证、404条款许可证、濒危物种法许可证、国家历史保护法授权,以及州政府层级的空气质量许可证、含水层保护许可证等,试图让读者对美国矿业开发所需的各项主要许可证有大致的了解和掌握。Mining development requires dozens to more than one hundred of permits,licenses or approvals from the governments in the United States.This paper briefly discusses the main permits required for mining development projects in the United States,especially the federal level's environmental impact assessment,the NPDES permit,section 404 permit,endangered species permit,the authorization under the National History Protection Act,and State level air quality permits,aquifer protection permits,etc.We try to give the reader an overview of the major licenses required for mining development in the U.S.
