摘　　要：高质量发展是新时代高等教育改革发展的核心议题。地方高校作为我国高等教育的一种类型,其地方性、适应性及教学型、应用型等显著特征,决定了其不同于中央高校的发展特征。地方高校高质量发展应主要按照人才培养、社会贡献和服务质量等进行评价,而非一流学科、基础研究等学术标准。新时代,地方高校要坚守自身定位,准确把握高质量发展的内涵和目标,正视制约其高质量发展的理念、制度和文化障碍,结合学校“十四五”发展规划编制,做出顺应新时代的高质量发展战略选择。High-quality development is the core of the reform and development of higher education in the new era.As one type of higher education in our country,such distinguishing features as localization,adaptability,teaching and application of local universities determine their own developing characteristics different from the central universities’.Their high-quality development should be evaluated based on the talent cultivation,social contribution and service quality rather than the academic standards such as first-class discipline and basic research.In the new age,local universities should stick to their own position,accurately grasp the connotation and goal of high-quality development,face up to the concept,system and cultural barriers restricting their high-quality development,and make the choice of the strategy complying with the new era with the development planning formulation of the 14th Five-year Plan.
