淮河生态经济带工业节能减排效率评价

摘  要:基于DEA-SBM模型和Malmquist指数模型,结合淮河生态经济带2010~2017年27个地级市的面板数据,对淮河生态经济带节能减排效率的区域差异进行了实证测算和分析.由静态分析可知,淮河生态经济带区域节能减排存在明显的差异,还有一定的工业节能减排潜力;由动态分析可知,上游地区和下游地区的工业节能减排在2014~2017年处于下降趋势,中游地区在2014~2017年间处于先下降后上升的趋势,TFP和TEC的变化趋势基本上相同,TEC是TFP的主要影响因素.各地区要因地制宜,调节现有的工业生产模式,协调好工业发展和资源环境保护之间的关系,逐步提高自身的工业节能减排效率.Based on the DEA-SBM model and the Malmquist index model,combined with the panel data of 27 prefecture-level cities in the Huaihe ecological economic belt from 2010 to 2017,this paper conducted an empirical calculation and analysised of the regional differences in energy conservation and emission reduction efficiency of the Huaihe ecological economic belt.From the static analysis,it can be seen that there were obvious differences in energy conservation and emission reduction in the Huaihe ecological economic zone,and there was a certain potential for industrial energy conservation and emission reduction;from the dynamic analysis,it can be seen that the industrial energy conservation and emission reduction in the upstream and downstream regions was declining in 2014~2017 trend,the middle reaches of the region experienced a downward trend and the an upward trend from 2014 to 2017.The change trend of TFP and TEC was based on the same.TEC was the main influenced factor of TFP.All regions should adapt to local conditions,adjusted existing industrial production models,coordinated the relationship between industrial development and environmental protection of resources,and gradually improved their own efficiency of industrial energy conservation and emission reduction.
